Edouar Utudjian, architecte, ingénieur, urbaniste et membre fondateur du Groupe d'Etudes et de Coordination de l'Urbanisme Souterrain (fondé en 1933), présente dans cet ouvrage sa conception de l'urbanisme souterrain dans laquelle "le sous-sol doit être utilisé comme débarras" : pour lui, le transport, le stationnement pourraient se faire en sous-sol afin de libérer la surface en ville.
